Federal Technical Program Manager, DART

Washington, DC (Hybrid)

Anticipated Position — Accepting Expressions of Interest

Apply for this role

About the team

USATII develops and deploys enterprise software for organizations managing complex, mission-critical operations. Our engineering teams work directly with customers to understand operational requirements, implement integrated technology solutions, and maintain the systems throughout their production lifecycle.

Our Federal Delivery team is responsible for deploying USATII's proprietary platforms into government environments, combining forward-deployed software engineering, enterprise systems integration, cybersecurity, and operational support.

DART is USATII's deployment and workforce management platform. It brings personnel qualifications, training, workforce readiness, incident staffing, deployment operations, and reporting into a unified operational system.

We are assembling a multidisciplinary federal delivery organization to support DART's implementation, integration with government systems, cybersecurity authorization, and long-term sustainment.

About the role

USATII is seeking a Federal Technical Program Manager to lead the end-to-end execution of DART implementations for federal government customers.

You will be responsible for translating federal mission requirements into executable technical delivery plans and ensuring that software engineering, infrastructure, cybersecurity, integration, migration, testing, and customer adoption activities progress toward clearly defined operational outcomes.

An initial area of focus is the potential modernization of FEMA's legacy Deployment Tracking System, for which USATII has submitted a Sources Sought response. No contract award has been made. The proposed implementation involves adapting an existing application to federal operating requirements, integrating authoritative government systems, migrating historical workforce records, establishing an authorized production environment, and coordinating a phased operational transition.

You will work directly with government program leadership, technical authorities, information security personnel, USATII's Federal Account Director, forward-deployed engineers, solutions architects, and specialized delivery partners.

The Federal Account Director will own commercial strategy, customer acquisition, and account expansion. You will own execution of the approved technical program, including delivery planning, cross-functional coordination, risk management, milestone completion, and customer acceptance.

This is a senior technical leadership role requiring substantial hands-on understanding of enterprise software delivery. You will be expected to challenge engineering estimates, investigate implementation blockers, resolve competing priorities, and maintain accountability across multiple teams.

The position is intended to support a Washington, DC-based federal customer engagement, with remote collaboration and travel depending on government requirements.

In this role, you will:

  • Own technical program execution across federal deployment engagements, from implementation planning and requirements validation through production readiness, government acceptance, and long-term operational transition.
  • Establish and maintain integrated implementation plans, work breakdown structures, delivery milestones, staffing forecasts, dependency registers, risk assessments, and technical acceptance criteria across participating engineering and delivery teams.
  • Coordinate implementation of DART's core mission capabilities, including personnel readiness, qualification management, Position Task Books, training administration, incident staffing, resource allocation, deployment tracking, and historical workforce reporting.
  • Lead coordination between forward-deployed engineers and government stakeholders to validate agency-specific business rules, operational procedures, approval authorities, role permissions, and reporting requirements.
  • Oversee integration planning and delivery for external government systems, including enterprise identity services, personnel records, training systems, operational resource databases, and other authorized data sources. Establish clear interface ownership, validation requirements, and failure-recovery procedures.
  • Direct the legacy-system migration workstream alongside database engineers and government data owners. Establish requirements for source-data profiling, transformation, reconciliation, historical record preservation, migration rehearsals, and controlled cutover.
  • Coordinate cybersecurity authorization activities with designated security engineers, government security officers, and independent assessors, ensuring that required system controls, documentation, technical evidence, and remediation activities are incorporated into delivery schedules.
  • Manage deployment readiness for government-controlled cloud environments, including coordination of identity federation, infrastructure configuration, network dependencies, application monitoring, resilience testing, and disaster recovery.
  • Establish release and acceptance processes involving automated testing, Section 508 accessibility validation, security assessment, performance testing, operational exercises, and documented government approval.
  • Develop phased deployment plans that account for organizational adoption, legacy-system coexistence, responder training, continuity of operations, and the safe transition of active mission workflows.
  • Identify and resolve implementation risks associated with external dependencies, changing requirements, unavailable government resources, data-quality problems, security authorization schedules, and competing operational priorities.
  • Coordinate technical staffing and specialized subcontractor contributions, maintaining clear ownership of engineering deliverables and ensuring work remains aligned with authorized scope, budget, and schedule.
  • Lead recurring technical program reviews with government stakeholders and USATII leadership, presenting progress against milestones, unresolved dependencies, implementation risks, resource requirements, and decisions requiring executive attention.
  • Establish the transition from implementation into production operations, including support procedures, service-level monitoring, incident escalation, change management, documentation, and engineering sustainment.
  • Develop reusable delivery practices, technical implementation playbooks, and operational processes that improve USATII's ability to execute subsequent federal software deployments.

You might thrive in this role if you:

  • Have 8+ years of experience leading complex technical programs involving enterprise software implementation, government technology modernization, cloud infrastructure, or large-scale systems integration.
  • Have directly managed the delivery of a substantial federal IT program, including coordination with government program offices, technical stakeholders, security personnel, contractors, and external systems owners.
  • Understand modern software architecture sufficiently to evaluate engineering trade-offs involving APIs, relational databases, identity management, asynchronous processing, cloud infrastructure, data migration, and operational reliability.
  • Have experience leading technical programs through security assessment and authorization processes, with practical familiarity with FISMA, NIST security controls, federal cloud environments, and Authority to Operate requirements.
  • Have overseen legacy-system modernization or replacement projects involving historical data conversion, integration with authoritative systems, phased migration, and continuity of production operations.
  • Can establish realistic delivery schedules based on dependencies, available staffing, implementation complexity, and government approval requirements.
  • Are comfortable managing implementation budgets, subcontractor performance, technical change requests, delivery risks, and customer acceptance obligations.
  • Have demonstrated the ability to coordinate multidisciplinary engineering teams without losing visibility into technical details, implementation quality, or unresolved operational risks.
  • Can engage effectively with senior government executives while also working directly with engineers to investigate defects, interpret system behavior, and resolve implementation challenges.
  • Have experience developing operational procedures for production software, including incident management, release governance, continuity planning, user support, and service-level monitoring.
  • Communicate complex technical matters clearly in writing, executive briefings, architecture discussions, operational reviews, and customer-facing implementation workshops.
  • Hold a relevant technical or engineering degree, or possess equivalent professional experience delivering complex production systems.

Experience with FEMA, DHS, federal workforce management, emergency management operations, government personnel systems, or disaster-response technology is particularly valuable.

PMP certification, federal program management experience, and direct involvement in government security authorization efforts are beneficial but are not substitutes for demonstrated technical delivery capability.
